Every State in India has a State Public Service Commission, as an independent and impartial Constitutional Authority to discharge the duties and functions, assigned to them under the Constitution of India. Further, by virtue of the provisions made in the relevant Acts, the respective Commissions advise the State Governments on all matters relating to framing and amendments of Recruitment and Promotion Rules, principles to be followed in making appointments, promotion and transfer from one service to another and in respect of disciplinary matters affecting Civil Servants. The direct recruitments to various posts and departmental examinations for state government employees for promotions are conducted by these State Public Service Commissions (PSCs), based on the powers vested with them as per Constitution of India.

Since information and communication technology (ICT) provides benefits in online applications, processing, results publishing, most of the State PSCs are using the ICT solutions developed either through NIC State centers or in-house or selected vendors. The features and functionalities of these ICT solutions vary from Commission to Commission. In fact, there are some State PSCs which are not using any ICT based solution. Therefore, a need was felt at the Ministry of Electronics and Information Technology (MeitY) level to get a generic software solution developed for these State PSCs, which should be based on the Enterprise Architecture framework. Accordingly, the proposal submitted by Himachal Pradesh State Public Service Commission (HPPSC) Shimla been approved by the MeitY for pilot development and replication of standard ICT solution based on Enterprise Architecture framework.

Public Service Commission Enterprise Architecture Framework (PSCEAF) has been designed based on India Enterprise Architecture Framework (IndEA) as a broad, comprehensive and generic framework. PSCEAF intends on developing and designing the architectural blueprint and eco-system of State Public Service Commission covering the business landscape, services, data exchange models, existing solutions and technology platforms. It defines the target state of Digital Indian State Public Service Commission framework covering the digital tools to enable the vision of one government for citizens.

The PSCEAF can be utilized to create The Enterprise Architecture of each State Public Service Commission. PSCEAF would help in creating an ICT based solution which can be implemented at all the State Public Service Commissions with some customization.
